Terry is a professional consultant on police and sheriff department policy, specializing in use of force, body cameras, and Fourth Amendment issues.
Terry is a former Deputy City Attorney for Boise, Idaho. In that role, he spent 10 years providing legal advice to the Boise Police and Fire Departments and the Boise City Clerk. Additionally, Terry served as the Meridian Police Liaison from 2008 to 2016 and the Eagle City Police Liaison from 2014 to 2016. As the police liaison, Terry provided legal advice and training to police officers on a myriad of issues, reviewed thousands of public records requests and property/weapon dispositions; and regularly drafted resolutions and ordinances on behalf of the department. Terry also assisted police officers with on-going criminal investigations, legal requests for arrest and search warrants, and provided legal advice for officers and commanders in the field. Prior to being a full-time police liaison, Terry served as a criminal prosecutor on a wide range of criminal offenses and sat as first chair on more than 30 jury trials and handled hundreds of bench trials.
In 2015, Terry was awarded the Idaho Municipal Attorneys Association, Dale Storer Professionalism Award for his significant and positive contribution to the practice of Idaho municipal law. Terry lives in Eagle, Idaho with his wife, Nicole (who manages her own immigration law firm) and their four sons. Terry and Nicole graduated from the University of Idaho, College of Law in 2004.
