Steven Winward - Biography

Steven Winward was hired by the Utah Highway Patrol in April of 1993.  He worked in the Salt Lake field section for seven years.  During that time he received several awards for DUI arrests, accident investigations, and public assists.  In December of 1999 Steve became the coordinator for the Utah Drug Recognition Expert (DRE) program.  In November of 2000 Steve was promoted to Sergeant over the alcohol breath testing program and continued as the DRE coordinator.  During that time, Steve implemented the phlebotomy and marijuana leaf testing programs with the Utah Highway Patrol.  Steve also transitioned the state’s breath testing instruments from the intoxilyzer 5000 to the intoxilyzer 8000.  On March 1, 2006; Steve was promoted to the rank of Lieutenant and transferred to the Utah Police Academy.  His duties included certification investigations and in-service training.  In April of 2009, he received his Bachelor of Arts Degree from Columbia College in Criminal Justice Administration.  In August of 2009, Steve transferred back to the Utah Highway Patrol.  He is currently the Section Commander for the DUI squad and supervises the breath testing program.  Steve continues to teach DRE courses, ARIDE courses, SFST courses, Intoxilyzer operator courses, and other related topics.
