OPERATION BLADERUNNER: AN INVESTIGATION . . .
This presentation will chronicle the successes of Operation Bladerunner, which was a multi-jurisdictional investigation into the fencing and sale of stolen merchandise by Norfolk, Virginia area convenience stores, with a nexus to a much larger interstate criminal conspiracy. This investigation culminated in the arrests/convictions, and subsequent deportations of several criminal suspects, and the seizure of tens of thousands of dollars in cash and stolen merchandise.

The presentation will also focus on investigative strategies and techniques, to include partnerships with private industry, which will assist in bringing these investigations to a logical conclusion. Additionally, there will be a discussion on how alcohol and tobacco enforcement agencies are uniquely qualified to investigate this type of criminal activity, and how this crime is part of a much larger criminal enterprise with losses estimated at forty billion dollars annually.

Primary Objectives of Presentation:

1.Familiarize law enforcement officers/agents with the type and scope of criminal activity facilitated through the operation of a convenience store.
2.Discuss strategies to successfully detect, investigate, and prosecute these types of offenses, and the unique role of the alcohol/tobacco enforcement agent.
3.Discuss the impact on society of these types of offenses
