Fred Alvarez Biography
Corporal Fred Alvarez has been with the Ontario Police Department for 16 years. Currently he is the ABC Officer for the department and oversees all Alcohol Beverage Control licenses and alcohol sales permits within the City of Ontario. He is currently assigned to the COPS (Community Oriented Problem Solving) Division.
In the course of his duties, Corporal Alvarez works with businesses to assists them with ABC rules and regulations. He enforces non-compliant businesses, and educates applicants and employees regarding such issues as underage drinking and sales to minors.
Additionally, he is also the police department liaison to the California Department of Alcohol and Beverage Control. Alvarez has been conducting ABC Enforcement and Training since 2003 and has written and been assigned to several ABC Grant Assistance Programs. He is the writer and Instructor for the ABC POST (Peace Officers Standards and Training) Certified Class – Alcohol Compliance and Enforcement.  He is the writer and instructor for the Ontario Police Department Responsible Beverage Server Training Class – (READ) Retail Education on Alcohol and Drugs, which was certified by the California Department of Alcoholic Beverage Control.
Corporal Alvarez is also an instructor for the NLLEA (National Liquor Law Enforcement Association) Academy and has given presentations at previous NLLEA Conferences on “How conditional use permits keep alcohol establishments in compliance”, “Deemed Approved and Social Host Ordinances, tools to deal with problem establishments and underage drinking at home” and “Technology to Help Monitor Compliance, Training, and Costs Associated with Alcohol Establishments”.
In 2007, Corporal Alvarez began working with Non Profits under a grant, to share his department’s concept of an ABC Enforcement and Compliance program with other city departments and attorneys. Part of that sharing is helping cities develop and draft Social Host Ordinances and Deemed Approved Ordinances related to Alcohol.
